Envision Lakewood 2040 Comprehensive Plan

The Envision Lakewood 2040 Comprehensive Plan is an important citywide document and tool that articulates the vision, values, and priorities for the future of Lakewood.

The Plan was developed based on input from thousands of Lakewood community members and will guide staff and City leaders to make decisions that reflect the community vision and values.

On April 23, 2025, the Lakewood Planning Commission unanimously adopted the Plan and on July 28, 20205, the Lakewood City Council unanimously approved the Plan.

Your input has helped capture the shared vision, values, and priorities for Lakewood within the Plan!

Envision Lakewood 2040, Lakewood’s Comprehensive Plan, is an important citywide document and tool that articulates Lakewood’s vision, values and priorities and provides a framework for city decision-making over the next 15 years. The Plan covers topics such as land-use, housing, transportation, climate action, arts, parks and recreation, equity and more. 
2040 Vision(PDF, 236KB) The Envision Lakewood 2040 vision statement is a concise, aspirational statement that articulates the desired future for Lakewood. It sets the stage for all other elements within the Plan. 
Guiding Principles(PDF, 1MB) The Envision Lakewood 2040 Guiding Principles expand on the Vision Statement by outlining five core values that will guide all decisions related to implementing the Plan.

Goals(PDF, 7MB) The Envision Lakewood 2040 Goals are statements of desired high-level outcomes by 2040, expanding on the Vision Statement and Guiding Principles. They are intended to be as clear as possible so that we as a city know what we are working to accomplish.
Strategies(PDF, 301KB) Envision Lakewood 2040 includes 160 strategies that support one or more of the goals of the plan. This section includes the strategies listed numerically and identifies which goals they are listed under as Primary Strategies and Supporting Strategies.
Future Land Use(PDF, 4MB)

The Future Land Use Map and nine Future Land Use Categories geographically depict the Vision Elements outlined in Envision Lakewood 2040.
Glossary(PDF, 175KB)  The Glossary defines key terms used throughout the Envision Lakewood 2040 Plan. While the Plan is written to be as accessible as possible using everyday language, some technical and more nuanced terms are necessary to convey industry specific concepts. These terms are defined in this section.
