The Board of Adjustment, a quasi-judicial(PDF, 87KB) body, consists of seven members appointed by the Lakewood City Council to serve four-year terms. The members of the Board of Adjustment shall be those individuals appointed to serve as the Planning Commission.
The Board hears and makes decisions on requests by property owners for variances from development regulations. The most common requests for variances relate to setbacks, fences and building heights.
The Board also hears and makes decisions on appeals from any order, requirement, decision or determination made by any administrative official charged with enforcement of the zoning ordinance. All decisions are made by a majority vote of the members present at the meeting.

The Board of Appeals, quasi-judicial(PDF, 87KB) body, consists of seven members appointed by the Lakewood City Council to serve three-year terms.
The Board hears and makes decisions on appeals from any order (or the failure to issue an order when one is called for), requirement, decision or determination made by the Codes Administrator, their authorized representatives or other administrative official in the following areas:
- to determine the suitability of alternate materials and methods of construction.
- to review all provisions of the Building and Construction Code.
- to conduct appellate hearings in cases of denial, revocation or suspension of a license and to advise the Codes Administrator on all matters related to licensing.
- to review changes in the Building Code and advise City Council with respect to desirability and necessity for any such changes.
- to receive proposals for amendments to the Building Code and make recommendations to the City Council in respect thereto.
- to maintain contacts with the fire districts in Lakewood and the Police Department in order to receive their recommendations for amendments to the Building Code.
- to call upon and receive expert opinions with respect to the broad spectrum of building matters, particularly as it relates to proposed amendments to the Building Code.

The Historic Preservation Commission consists of seven members appointed by the Lakewood City Council to serve four-year terms. Two members of the Preservation Commission must be Lakewood residents, and three members must be professionals in a preservation-related discipline. The remaining members shall represent, to the greatest degree possible, a related discipline.
The Historic Preservation Commission conducts public hearings on applications for landmark designation and makes recommendations to the City Council. The Historic Preservation Commission also conducts alteration certificate reviews and approves applications for the relocation of designated structures. The recommendations made by the Historic Preservation Commission are based on the criteria outlined in Title 17, Article 11 of the Lakewood Municipal Code.
The Historic Preservation Commission is responsible for drafting by-laws, operating policies and other rules of procedure, preparing an annual report to City Council and attending yearly educational sessions, as well as other duties as identified in Title 17, Article 11 of the Lakewood Municipal Code.

The Housing Policy Commission consists of six (6) members and includes the Mayor and one (1) Councilmember from each Ward. Membership is determined using the committee assignment process set forth in the Council Policies and Procedures(PDF, 399KB) manual.
The Housing Policy Commission researches, analyzes and develops policies for consideration and possible adoption by the City Council. Policies regarding land use subject to review and comment by the Planning Commission, while policies regarding housing may be subject to the jurisdiction of the Lakewood Housing Authority, d/b/a Metro West Housing Solutions.
The Housing Policy Commission’s authority shall extend to the following enumerated and related areas and in other areas as directed by the City Council:
- Desired ratio of residential housing relative to commercial development (e.g., retail, office, and light industrial);
- Housing density and housing growth
- Impacts of increased housing on infrastructure (e.g., streets and utilities such as electricity, gas and water), public schools and shared community amenities and values (e.g., recreation facilities and parks);
- Housing stock diversity, availability, attainability and affordability;
- Housing options that are both attainable and affordable for special populations and seniors;
- Protecting historic buildings and neighborhood character; and
- Housing quality, safety, and sustainability (e.g., alternative energy, energy efficiency, recycling facilities, gardening plots).

The Commission shall hold meetings as necessary and not less than once each calendar year. Meetings will be posted on the City website and in the atrium at City Hall.

The Lakewood Judicial Review Commission consists of five members serving four-year terms.
The commission investigates all complaints against Lakewood municipal judges. The Commission also serves as the Ad Hoc Judicial Nominating Committee that recruits, screens, interviews and recommends municipal judge candidates for City Council selection and appointment.

The Lakewood Advisory Commission (formerly known as the Advisory Commission for an Inclusive Community - ACIC) was established to serve in an advisory role to City Council, involving citizens more directly to provide public input. The Lakewood Advisory Commission's mission is to support Lakewood as a vibrant and inclusive community by being an advocate and informed voice for the community by providing research and recommendations on local issues to the City Council.
The Lakewood Advisory Commission is made up of three committees consisting of 30 members. The Advisory Commission committees bring forward initiatives or issues, which the commission deems important for consideration by City Council. The Lakewood Advisory Commission committees may receive assignments from City Council to research specific issues or topics that interest the community and then make recommendations accordingly. All Advisory Commission meetings are open to the public and citizen participation is encouraged.

Lakewood Advisory Commission: The Lakewood Advisory Commission currently has several openings for unexpired terms. Members of the commission serve as advisors to the Lakewood City Council. In this role, members research specific issues or topics of interest to the residents of Lakewood and make recommendations to City Council regarding those issues for potential action. Members should plan to attend a minimum of two meetings a month. Applicants must attend both a full commission meeting and an individual committee meeting before submitting an application.

Become an Advisory Commissioner
Lakewood residents interested in serving their community are encouraged to apply to serve on the Lakewood Advisory Commission. Application reviews and interviews are conducted by the Screening Committee, which consists of five City Council members. Those selected to serve as Advisory commissioners are formally appointed at a City Council meeting.
Advisory commissioners are appointed to three-year terms. Attendance at committee meetings and the Full Commission Meeting is mandatory. Advisory commissioners are dedicated to improving the quality of life in Lakewood. Applicants are required to attend one Full Commission Meeting and a committee meeting of their choice before applying.
Assignments and Projects
The Lakewood Advisory Commission researches specific issues or topics that interest the community and then makes recommendations to City Council. Quarterly reports summarize assignments and projects of the Commission.
The Local Advisory Board is an independent entity responsible to the City Council charged with reviewing and approving noxious weed management plans that are generated based on complaints received from adjacent property owners. It is not a board with the responsibility to review or approve City of Lakewood operational weed management plans implemented on publicly owned property.

The Planning Commission, a quasi-judicial(PDF, 87KB) body, consists of seven members appointed by the Lakewood City Council to serve four-year terms. One member is appointed from each ward with two other members appointed at-large.
The Commission conducts public hearings on rezoning and subdivision applications for specific parcels of land in order to make recommendations to the City Council. The Planning Commission is the approval authority for most special use permits and waivers. The Planning Commission makes decisions and recommendations based on the Comprehensive Plan and requirements in the city’s development regulations.
The Planning Commission is responsible for the preparation, update and adoption of a Comprehensive Land Use Plan for the continued growth and development of the City. The Planning Commission also reviews and makes recommendations on such items as the capital improvement and preservation program, ordinance revisions, neighborhood plans and other planning programs. Planning Commission members are compensated $100 per month. The members appointed to serve as the Planning Commission shall also serve as and perform the duties of the Board of Adjustment.

The Rooney Valley Commission is a quasi-judicial(PDF, 87KB) body, serving as the Zoning Commission for the Rooney Valley Intergovernmental Agreement area in Lakewood and in the Town of Morrison.
