Lakewood's Comprehensive Plan

Lakewood’s Comprehensive Plan, adopted by City Council in 2025, is an important document and tool to guide long term plans in the city. The plan is used by staff, City Council, Planning Commission, and other boards and commissions to inform decision-making on land use, transportation, sustainability, housing, infrastructure development, and more. Rather than having a separate sustainability plan, the Comprehensive Plan integrates sustainability into all aspects of the city’s operations, goals and targets.

Climate Hazard and Social Vulnerability Report

Lakewood is already experiencing the impacts of a changing climate, from hotter summers and more frequent wildfires to severe storms and flooding. These challenges are expected to grow in the coming decades, affecting homes, health, and infrastructure across the city. To better prepare for these risks, the city conducted a Climate Hazard and Social Vulnerability Study to understand the risks that climate hazards pose, who in the community is most vulnerable to those risks, and potential adaptation actions to enhance the city's resilience.

Greenhouse gas (GHG) emissions inventories provide Lakewood leaders, community members, and city staff with information necessary to understand the existing state of Lakewood’s carbon emissions and inform decisions on where to focus climate mitigation efforts. Lakewood’s GHG inventories provide a picture of carbon emissions created by Lakewood residents, businesses, institutions, and industries. By comparing inventories over time, Lakewood can track the success of existing and future climate change-related policies and programs. The Lakewood Sustainability Plan guided Lakewood's efforts from 2015 to 2025 to create a thriving community today without compromising the quality of life for future generations. Lakewood City Council formally approved the Sustainability Plan on May 11, 2015, after more than two years of collaborative planning between city staff, residents, community stakeholders, and industry experts.
