Retail Stores
Since Jan. 1, 2023, state law has required stores to charge customers a 10-cent fee for each recycled paper or a plastic carryout bag at the point of sale.
These plastic carryout bags are banned starting Jan. 1, 2024, but stores may use plastic bags that are on-hand in their inventory prior to Jan. 1, 2024, to provide to a customer at the point of sale, with the 10-cent fee until June 1, 2024.
Stores include retail establishments where carryout bags are traditionally provided to customers, including but not limited to, grocery stores, supermarkets, convenience stores, liquor stores, pharmacies, drug stores and clothing stores. Restaurants and Colorado-only stores with three or fewer locations are excluded.
Stores may furnish recycled paper carryout bags to a customer at the point of sale, with a 10-cent fee per bag.
Forty percent of the bag fee must be retained by the store, and 60 percent of the fee must be remitted quarterly to the city.
