Community Development Block Grant The Community Development Block Grant (CDBG) program uses grant funds from the U.S. Department of Housing and Urban Development to complete housing and community development activities that benefit Lakewood's low-income residents and neighborhoods. Funding is allocated to city projects and non-profits who serve low-income and special needs populations.
