 Planner discussing union corridor design board with a Lakewood resident. The Comprehensive Planning and Research Division is responsible for developing and implementing plans and programs to improve and maintain the quality of the community and support the economic base of the city.

The Division is responsible for developing and implementing the Lakewood Comprehensive Plan, neighborhood plans, corridor and special area plans. The Division also administers and manages the annual federal Community Development Block Grant (CDBG) and HOME programs supporting lower income individuals and neighborhoods.
