Ordinances are used to enact any permanent law or measure which make up the laws of the city and are enforced by penalty. Adoption of an ordinance requires a public hearing. Once an ordinance becomes effective, it becomes part of the Municipal Code.
Resolutions are used to express a particular position, to make an appointment, or to adopt a policy that is administrative in nature. Resolutions are not reflected in the Municipal Code and are immediately effective upon passage by City Council.
