REQUEST FOR COUNCIL ACTION

RESOLUTION:  2009-54

SUBJECT:  2010 One Year Action Plan for the Community Development Block Grant (CDBG) Program and HOME Investment Partnerships (HOME) Program and Neighborhood Revitalization Strategy Plan.

RECOMMENDATION:  That City Council endorse the 2010 One Year Action Plan establishing projects and project funding levels for the Community Development Block Grant and HOME Investment Partnerships Grant Programs and the Neighborhood Revitalization Strategy Plan, which outlines strategies to address existing needs within the Neighborhood Revitalization Strategy Area.

FUNDING SOURCE:  Federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Grant (HOME) funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:  Using federal guidelines, staff prepared the One Year Action Plan for the use of CDBG and HOME grant funds expected to be received from the Department of Housing and Urban Development (HUD) in 2010.   The One Year Action Plan serves as the annual application to HUD for the CDBG and HOME programs.  Using federal guidelines, staff prepared the Neighborhood Revitalization Strategy Plan for a northeast Lakewood neighborhood to address specific needs that exist within the neighborhood.  City Council discussed the One Year Action Plan and the Neighborhood Revitalization Strategy Plan at its Study Session on October 5, 2009.

The proposed resolution endorses the plans discussed on October 5, 2009 for the purpose of submitting the programs to the federal government for funding.
