RESOLUTION:  2009-52

SUBJECT:  Intergovernmental Agreement with the Urban Drainage and Flood Control District (UDFCD) for Outfall Systems Planning update for North Dry Gulch.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The current Outfall Systems Plan for North Dry Gulch, adopted in 1995, recommends a 5-year storm sewer system along the entire reach of North Dry Gulch from West 13th Avenue and Harlan Street to the Whitlock Recreation Center at West Colfax Avenue and Dover Street.  The 1995 plan was adopted prior to the creation of the Stormwater Management Utility when funding for more significant projects was not available.

Since 1995, 100-year storm improvements have been installed with the Wal*Mart project at Wadsworth Boulevard and with the Home Depot project between Vance Street and Saulsbury Street.  RTD will install 100-year storm improvements at Harlan Street as part of the West Corridor Light Rail project.  Several of the properties within the North Dry Gulch floodplain are also in the Colfax Mixed Use and Transit Mixed Use areas, and many are prime for redevelopment.

The purpose of the update to the Outfall Systems Plan is to reevaluate the recommended drainage improvements along North Dry Gulch to better integrate with the existing and currently planned improvements and to provide updated drainage master planning for future redevelopment.

The City of Lakewood and UDFCD and would like to enter into an intergovernmental agreement to fund the update of the Outfall Systems Plan for North Dry Gulch at this time.  Upon completion and adoption of the update, UDFCD and the City anticipate amending the agreement to fund and proceed with final design and construction of selected drainage improvements to North Dry Gulch.

The total cost for the update of the Outfall Systems Plan is $150,000.  The City’s share is $75,000 and will be funded from the Stormwater Management Utility.
