SUBJECT:  C-470/Alameda Interchange Maintenance and Operations Agreement

SUMMARY AND BACKGROUND OF SUBJECT MATTER

In 2008, the new interchange at C-470 and Alameda was completed.  The interchange includes several upgrades including architectural features, specialty lighting, landscaping, and wall finishes.  Since completion of construction, a maintenance and operations agreement has been developed among the Colorado Department of Transportation (CDOT), Green Tree Metropolitan District and the City.  The City’s responsibilities are summarized below:

  1. Traffic signal operation and maintenance – This will ensure that signal operation is coordinated with future additional signals along Alameda at McIntyre Street and Indiana Street.
  2. Costs for operating streetlights mounted on the traffic signals – this is a typical municipal responsibility.
  3. Maintain the water quality pond located in City right-of-way – typical City responsibility.
  4. Maintain drainage pipes that cross Alameda and Rooney Road – typical City responsibility.
  5. Maintain sidewalks across the bridge and sidewalks in City right-of-way – typical City responsibility.
  6. Snow removal and sweeping on the bridge, including sidewalk – typical City responsibility.
  7. Maintain Rooney Road within Lakewood city limits – typical City responsibility.
  8. Maintain the asphalt wearing surface on the bridge – pre-existing City obligation that carries forward.

CDOT’s responsibilities generally are consistent with its typical maintenance practices and include structural components of the bridge and retaining walls, limited mowing, and the C-470 bike trail.

The Green Tree Metropolitan District’s responsibilities can be generally described as maintaining the aesthetic upgrades such as the specialty lighting, architectural features on the bridge, trees, landscaped median and graffiti removal.
