REQUEST FOR COUNCIL ACTION
RESOLUTION: 2009-41
SUBJECT: Intergovernmental Agreement to establish the Jefferson County Regional Auto Theft Task Force with the District Attorney for the First Judicial District of Colorado, the County of Jefferson, the City of Arvada, and the City of Wheat Ridge.

RECOMMENDATION: Approve Resolution authorizing execution of an intergovernmental agreement with the District Attorney for the First Judicial District of Colorado, the County of Jefferson, the City of Arvada, and the City of Wheat Ridge to establish the Jefferson County Regional Auto Theft Task Force.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Denver metropolitan area accounts for 76% of Colorado’s auto thefts. Jefferson County, including the municipalities within the County, has the fourth highest number of auto thefts in the State. Lakewood alone has averaged more than 800 auto thefts over the past three years, equating to a loss of more than $7 million. Experience has shown that a full-time regional task force aimed at aggressive, proactive, targeted enforcement is the most efficient means of conducting investigations into auto thefts and related offenses. The establishment of a task force will assist in the identification, investigation, and prosecution of individuals and groups involved in the theft of motor vehicles and associated criminal enterprises, systems, processes, and procedures.
In 2008, the Colorado legislature established a funding mechanism to combat auto theft and ultimately lower car insurance premiums known as the Colorado Auto Theft Prevention Authority (CATPA). CATPA is a cash-funded program that awards grants through the annual collection by insurance companies of $1.00 for every insured vehicle. CATPA emphasized the need for a multi-jurisdictional auto theft task force to effectively pursue auto theft beyond city and county borders. On June 29, 2009, the Jefferson County Regional Auto Theft Task Force was awarded a grant by CATPA that funds equipment and seven full-time positions that specialize in auto theft prevention, investigation, and recovery. The Jefferson County Regional Auto Task Force is a new full-time task force made up of police investigators and technicians from Arvada, Lakewood, Wheat Ridge, and Jefferson County and representatives of the first Judicial District Attorney’s Office. The proposed intergovernmental agreement establishes this countywide task force and sets forth the responsibilities of the parties.
