REQUEST FOR COUNCIL ACTION

RESOLUTION:   2009-37

SUBJECT:  Intergovernmental Agreement for the provision of grant management and financial allocation under the requirements of the Edward Byrne Memorial Justice Assistance Grant (“JAG”) 2009 with the County of Jefferson, the City of Arvada, and the City of Wheat Ridge.

RECOMMENDATION: Mayor and City Council authorize entering into an intergovernmental agreement with the County of Jefferson, City of Arvada, and the City of Wheat Ridge for the provision of grant management and financial allocation under JAG 2009 grant.

SUMMARY AND BACKGROUND OF SUBJECT MATTER

This JAG grant program is authorized by 42 U.S.C. 3751(a). The JAG Program is the primary provider of federal criminal justice funding to state and local jurisdictions. JAG funds support all components of the criminal justice system. Projects may address crime through the provision of services directly to individuals and/or communities and by improving the effectiveness and efficiency of criminal justice systems, processes, and procedures.

JAG is a formula grant based on population and the local crime rate. The JAG award is a joint allocation in the amount of Two Hundred Eight Thousand One Hundred Ninety-Nine dollars ($208,199) to be distributed between the County of Jefferson, the City of Arvada, the City of Lakewood, and the City of Wheat Ridge.

The City of Lakewood will be receiving a one-time grant award in the amount of One Hundred Nine Thousand Seven Hundred Fifty Eight dollars ($109,758). This is a four-year grant commencing on September 1, 2009 and terminating on August 31, 2013. Grant funds will be used to partially fund the replacement of mobile data computers in patrol cars.

The City of Lakewood will serve as the grant fiscal agent and shall be responsible for grant management.
