SUBJECT: Resolution Appointing Kathleen Hodgson as Lakewood City Manager and Approving Terms of Employment Agreement

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The Lakewood City Council wishes to appoint Kathleen Hodgson as City Manager effective September 14, 2009 to replace the retiring City Manager. The attached Employment Agreement is based upon the International City/County Management Association (ICMA) model agreement. It addresses the details of the appointment, including duties, term, compensation, annual review, residency, relocation, benefits, resignation, termination and severance. It also includes provisions for arbitration and compliance with Amendment 1. The agreement does not have a specific term and may be terminated either by the City or the City Manager.
