RESOLUTION: 2009-32
SUBJECT: North Wadsworth Boulevard Corridor Plan -- Amendment to the Lakewood Comprehensive Plan
ADDRESS: 26th Avenue to Yale Avenue
RECOMMENDATION: To approve the North Wadsworth Boulevard Corridor Plan as an amendment to the Lakewood Comprehensive Plan. Planning Commission, by a vote of 5 to 0 at the June 3, 2009 regular meeting, adopted the Plan as an amendment to the Comprehensive Plan.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The North Wadsworth Boulevard Corridor Plan will replace the Wadsworth Boulevard Strategic Plan, which was adopted as an amendment to the Lakewood Comprehensive Plan in 1997. Neighborhood, corridor, and special area plans are adopted as amendments to the Comprehensive Plan to address specific geographic areas of the City in greater detail. Pursuant to state law, comprehensive plans and amendments thereto are adopted by the Planning Commission subject to the approval of the City Council. The Planning Commission has adoped the Plan, and this Resolution would constitute City Council approval.
The Plan study area extends from 26th Avenue to Yale Avenue and includes primarily the properties located directly adjacent to Wadsworth Boulevard. There are four identified node areas, which are wider areas along the Corridor that include properties not located directly on Wadsworth Boulevard.
The Plan was developed through a concerted effort of a diverse citizens’ Advisory Committee and City staff, with substantial input from the public throughout the process. The Advisory Committee began meeting in January of 2008 and has since met 13 times.
Public input was solicited through a variety of methods in order to achieve a high level of participation. Input was obtained through a survey, stakeholder interviews, Advisory Committee meetings, and a series of public open houses.
The vision for North Wadsworth Boulevard is an aesthetically pleasing, unique corridor with a variety of land uses, including areas of mixed-use that are designed for pedestrians, bicyclists, and transit riders, as well as automobile users. Wadsworth Boulevard itself is envisioned to safely and efficiently accommodate people using all modes of transportation.
The Plan establishes goals, action steps, and implementation strategies organized into the following categories: Transportation, Land Use, Urban Design and Streetscape, and Economic Development.
