A RESOLUTION

FOR THE APPROVAL OF THE NORTH WADSWORTH BOULEVARD CORRIDOR PLAN AS AN AMENDMENT TO THE LAKEWOOD COMPREHENSIVE PLAN

WHEREAS, the City of Lakewood Planning Commission adopted the Lakewood Comprehensive Plan on February 19, 2003; and

WHEREAS, the City of Lakewood City Council approved the Lakewood Comprehensive Plan on May 12, 2003; and

WHEREAS, the Lakewood Comprehensive Plan acknowledges the intricate link between land use and transportation and states that “Transportation shapes a community.  How a community provides for the safe and efficient movement of people and goods affects the character of that community and the quality of life of its citizens” (p. 29); and

WHEREAS, a citizens’ Advisory Committee and other interested stakeholders worked with City of Lakewood staff to prepare a plan for Wadsworth Boulevard to address issues related to transportation, land use, urban design and streetscape, and economic development; and

WHEREAS, residents, business owners, property owners and other stakeholders participated in a survey and stakeholder interviews and attended open houses and meetings to create an overall vision for the Corridor and to identify issues of concern, and develop and review goals and action steps to be included in the Plan to address the issues of concern; and

WHEREAS, pursuant to Colorado Revised Statutes § 31-23-206, comprehensive plans and amendments thereto are adopted by the Planning Commission, subject to the approval of the City Council; and

WHEREAS, the Planning Commission conducted a public hearing on the North Wadsworth Boulevard Corridor Plan, with notice made to property owners, tenants, registered neighborhood and business associations along Wadsworth Boulevard, and to other interested citizens who had participated in the planning process, and with notice published in the Newspaper of Record as required by State Statutes; and

WHEREAS, the Planning Commission adopted the North Wadsworth Boulevard Corridor Plan as an amendment to the Lakewood Comprehensive Plan by a vote of 5 to 0 at its regular meeting on June 3, 2009; and

WHEREAS, the City Council has conducted a regular meeting on the proposed North Wadsworth Boulevard Corridor Plan, with notice made to property owners, tenants, registered neighborhood and business associations along Wadsworth Boulevard, and to other interested citizens who had participated in the planning process; and

WHEREAS, the City Council has considered the public testimony received, the action of the Planning Commission, and the staff report and recommendation.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood, Colorado, that:

SECTION 1.  The North Wadsworth Boulevard Corridor Plan, as presented to the City Council and dated June 22, 2009, is hereby approved as an amendment to the Lakewood Comprehensive Plan. 

SECTION 2.  The Mayor and City Clerk are hereby authorized and directed to affix their signatures on this Resolution as evidence of the approval and adoption of the North Wadsworth Boulevard Corridor Plan by the City Council.

INTRODUCED, READ AND ADOPTED by a vote of 11 for and 0 against at a regular meeting of the City Council on June 22, 2009, at 7 o’clock p.m., at Lakewood City Hall, 480 South Allison Parkway, Lakewood, Colorado.
