RESOLUTION:  2009-27

SUBJECT: Use of Xcel credits to bury a power line located in the vicinity of the Colfax Avenue and Kipling Street intersection.

SUMMARY AND BACKGROUND OF SUBJECT MATTER

The City’s franchise agreement with Xcel Energy requires Xcel to set aside 1% of its electric revenue from Lakewood customers as a credit to the City to be used for burying existing power lines.  It is recommended that a portion of the Xcel credits be used to bury a power line in the vicinity of the Colfax Avenue and Kipling Street intersection.  A location map is attached.

As part of the planned Colfax Avenue and Kipling Street intersection reconstruction project, power poles along Kipling Street will need to be relocated.  It is recommended that the power line be buried along the east edge of Kipling Street from approximately 14th Place south to the Lakewood Heights Drive and 13th Place intersection, a length of approximately 900 feet.  The power line north of this location was buried to 15th Place (650 feet) with the first phase of intersection improvements.  The power line to the south was buried to the light rail bridge (350 feet) as part of the RTD West Corridor Project.

The City Council has adopted guidelines concerning use of the credits.  Attached is a copy of the Council’s prioritization guidelines and a brief description of the Colfax/Kipling power line project as it relates to each criterion.

There are sufficient Xcel credits available to bury the power line.  The Colfax/Kipling power line project is estimated to require credits of approximately $550,000.
