REQUEST FOR COUNCIL ACTION

RESOLUTION:  2009-23

SUBJECT:  Certify expenditures to, and request reimbursement from, Jefferson County Open Space for improvement expenditures for the Lakewood Trail Connections, which include the Kipling Dartmouth Trail Spur, the South Kipling Street Bridge Trail Spur, and the Sanderson Gulch Trail Connection.

ADDRESS:  Bear Creek at Kipling Street; Bear Creek at Kipling Parkway; Sanderson Gulch at Pierce Street

RECOMMENDATION:  It is recommended City Council authorize the Department of Community Resources to request reimbursement from Jefferson County Open Space, in the amount of one hundred seventy one thousand fifteen dollars ($171,015) for work completed during the period of May 1, 2006 through April 30, 2009.

FUNDING SOURCE:  Jefferson County Open Space Grant

SUMMARY AND BACKGROUND OF SUBJECT MATTER:  In 2006, the City of Lakewood was awarded a grant from Jefferson County Open Space for some Lakewood Trail Connection improvements to the Kipling Dartmouth Trail Spur, the South Kipling Street Bridge Trail Spur, and the Sanderson Gulch Trail Connection.

The Kipling Dartmouth Trail Spur project consisted of creating a trail connection under the South Kipling Parkway Bridge in order to address safety concerns of pedestrians, bicycles, and equestrians, crossing South Kipling Parkway.  This trail spur provides an important connection to a heavily used trail in a high-density area.  The project included creating a paved trail over a casual footpath, installing safety lighting under the bridge, building retaining walls, and installing appropriate signage.

The South Kipling Street Bridge Trail Spur project consisted of creating a grade-separated, pedestrian connection to the regional Bear Creek Trail under the newly constructed bridge on South Kipling Street.  The project included creating a paved trail over a casual footpath, grading and drainage improvements, bridge relocation, and installing appropriate signage.

The Sanderson Gulch Trail project consisted of bridging an existing quarter mile trail gap providing trail users access to Pierce Street, and addressed drainage issues along the trail.
 
The Department of Community Resources has completed the improvements and is now requesting reimbursement.
