REQUEST FOR COUNCIL ACTION

RESOLUTION:  2009-21

SUBJECT:  Approval to enter into an Intergovernmental Agreement (IGA) between the City of Lakewood and the Regional Transportation District (RTD) for the Federal Center-Union Corridor Connectivity Plan.

ADDRESS:  Centered on 2nd Place and Union Boulevard.

RECOMMENDATION:  The Community Planning and Development Department recommends City Council approval to enter into an IGA between the City and RTD for the purpose of development of the Federal Center-Union Corridor Connectivity Plan.

FUNDING SOURCE:  Funding will be provided by a Denver Regional Council of Governments (DRCOG) grant that will be administered by RTD.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:  In 2006, the City adopted a light rail Station Area Plan for the Union Corridor as part of the Comprehensive Plan.  In 2007, the City received a grant for additional station area planning at the Federal Center Station from DRCOG.

As an implementation step of the Station Area Plan, the Comprehensive Planning and Research Division has begun the process of developing a plan to evaluate and recommend appropriate pedestrian, bike, and vehicular connections between the future Federal Center Light Rail Station and the surrounding residential and commercial neighborhoods, both on and off of the Denver Federal Center parcel. 

In March, a proposal review task force consisting of City staff, and representatives from the Federal Center and St. Anthony Hospital interviewed three consultant teams for the study.  Following the interviews a consultant was selected, and contract negotiations are currently taking place.  Development of the plan should begin during late May, with public workshops anticipated to take place during the summer months.  The study should be completed within 6 to 8 months. 

The consultant selected for the study is OV Consulting, LLC.
