REQUEST FOR COUNCIL ACTION

RESOLUTION:  2009 -20

SUBJECTEntering into an Intergovernmental Agreement with the Colorado Department of Transportation (CDOT) for federal safety funding to upgrade traffic signals at five locations, provide some minor freeway off-ramp widening, and construct access control medians at two other locations.

RECOMMENDATIONApproval.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: 

Lakewood was successful in obtaining Federal funds to improve safety at seven locations.

At the following four signalized intersections are high-accident locations that need improved signal displays and equipment: Alameda Avenue/Harlan Street, Kipling Parkway/Exposition Avenue, Kipling Parkway/Mississippi Avenue, and Alameda Avenue/Depew Street.  The traffic signal poles, mast arms, signal heads and detection equipment will be replaced to improve the visibility of the signal heads and improve overall signal operation. 

Additionally, the eastbound Hampden Avenue (US285) left-turn on to northbound Kipling Street is also a high accident location that can be improved by the addition of a second left-turn lane.  Lastly, the construction of access control medians on Wadsworth at 13th Avenue and at 9th Avenue will reduce accidents at these locations.

The City will design, bid and provide construction management for the project.  Design work should be completed by late 2009 or early 2010 so that construction can be completed in 2011.

Federal safety funds totaling $1,480,900 have been obtained for design and construction of the improvements.  The City’s contribution is estimated to be $49,000.  Administration of the project must be coordinated through CDOT in order to obtain the funds.  The money for Lakewood’s share is available from the Capital Improvement Fund.
