RESOLUTION:  2009-12

SUBJECT:  Entering into an agreement with TransCore ITS LLC to provide the software and hardware to upgrade the communications portion of the central traffic signal computer system.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The TransCore Series 2000 central traffic signal computer system was installed by TransCore ITS LLC in March 2002.  The entire traffic signal control structure is modular in design and scalable.  This allows sub assemblies to be replaced without having to change out the entire system providing a cost effective method to expand as the need for additional traffic signals grow.  Because of the addition of more signals and a higher level of demand for information, the communications portion of the central traffic signal control system is having difficulty in handling the tasks of data collection and intersection control. 

This is a sole source award because TransCore is the only vendor that can provide the technical staff to install the necessary hardware and software and provide seamless integration without disrupting traffic flow. As the original system integrator, TransCore ITS LLC will be able to upgrade the communications sub system with no disruption to traffic signal operation.
 
The entire project is scheduled over a 3-year period. The first phase, completed in 2008, replaced one of the communications servers and software and integrated those items into the main system.  In 2009, phase 2 of the upgrade will add the final hardware and software components in the operations center and change out the field equipment at 30 intersections. The final phase in 2010 will replace the field equipment at 99 locations.
