REQUEST FOR COUNCIL ACTION

ORDINANCE:  O-2009-43

SUBJECT:  An ordinance repealing and reenacting Title 4 of the Lakewood Municipal Code pertaining to the City’s Personnel Policies.

RECOMMENDATION:  City Council approve and adopt an ordinance repealing and reenacting Title 4 of the Lakewood Municipal Code relating to the City’s Personnel Policies.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:  The City’s Personnel Policies have been reviewed for the purpose of recommending necessary additions, deletions and clarifications.  Changes have been made to reflect new Federal laws and practices as well as housekeeping changes.  Revisions were also initiated to ease administration of policies and for easier reading. See Sections 4.06.100 (military leave), 4.07.010 (reduction-in-force), 4.07.030 (transitional status and medical separation), 4.14.010 (ancestry and gender expression language added to EEO policy), 4.16.030 (safety program section replaced with safe work practices), 4.20.020 (disciplinary actions – clarification of definition), 4.20.050 (appeal process).  Sections added include:  4.06.200 and 4.06.210 (Workplace Accommodation for Nursing Mothers Act and Parental Involvement in K-12 Education Act), 4.26.020 and 4.26.030 (salary updated for elected officials and Workers’ Compensation section added). Sections removed include:  4.16.010 (outside employment), 4.16.090 (firearms in the workplace section removed – addressed in workplace violence section), 4.21.020 (problem-solving).  Also, the City Attorney has been removed from application of chapters, as he is not an employee of the City and therefore not covered by the Personnel Policies.
