REQUEST FOR COUNCIL ACTION
ORDINANCE: O-2009-22
SUBJECT: Case Number PL-08-004 to repeal and re-enact Title 16 of the Lakewood
Municipal Code relating to Subdivisions.

RECOMMENDATION: Approve a new Subdivision Ordinance. The Planning Commission by a vote of 7 to 0 at its May 20, 2009 meeting recommended approval of the new ordinance.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The Planning Commission has studied the topic of subdivision in the City of Lakewood the last five months and has developed improvements to the existing Subdivision Ordinance. Those improvements are based upon an extensive public outreach to citizens, the professional community and staff to obtain comment and to address concerns with the existing subdivision process. Those outreach efforts have been conducted through two open houses, professional interviews, a City Council study session and six Planning Commission study sessions with city staff. The Planning Commission has developed improvements to the process of dividing land that provide more notice, streamline the application and review process, clearly define expectations and promote more communication between those seeking to divide land and neighboring property owners. The resulting improvements are a new Subdivision Ordinance, a Users’ Guide to subdivision aimed at providing information to everyone involved in the process, and a Plat Specifications document that is aimed at providing technical information to the surveyors preparing subdivision plats.
