AN ORDINANCE

AMENDING CHAPTER 2.53 OF THE LAKEWOOD MUNICIPAL CODE RELATING TO CAMPAIGN FINANCE 

WHEREAS, the Colorado Constitution and Colorado Revised Statutes generally regulate campaign finance; and,

WHEREAS, some issues of campaign finance for municipal elections are not regulated by the Colorado Constitution and Colorado Revised Statutes; and,

WHEREAS, the City Council has determined that it is in the best interests of the City of Lakewood to set forth certain standards relating to campaign finance in municipal elections.  

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Lakewood, Colorado, that:

SECTION 1.  Chapter 2.53 of the Lakewood Municipal Code is amended by the addition of a new subsection 2.53.030 to read as follows:

Section 2.53.030 Municipal Election Campaign Financing.  

A. The City of Lakewood shall follow the provisions of the Colorado Constitution and the Colorado Revised Statutes in all matters relating to campaign financing.
B. There shall be no limitations of either the amount or the source of campaign contributions to a candidate in a municipal election in the City of Lakewood.      
C. Candidates and elected officials who are late in filing with the City Clerk the Report of Contributions and Expenditures mandated by C.R.S. 1-45-101, et seq.,  shall pay a $50.00 late fee for each day any such report is not properly filed with the City Clerk.

SECTION 2. This Ordinance shall take effect thirty (30) days after final publication.

I hereby attest and certify that the within and foregoing ordinance was introduced and read on first reading at a regular meeting of the Lakewood City Council on the 8th day of June 2009; published by title in the Denver Post and in full on the City of Lakewood's website, www.lakewood.org., on the 11th day of June 2009; set for public hearing on the 22nd day of June 2009; read, finally passed and adopted by the City Council on the 22nd day of June, 2009, and signed, and approved by the Mayor on the 23rd day of June, 2009.
