REQUEST FOR COUNCIL ACTION
ORDINANCE: O-2009-20
SUBJECT: Ordinance declaring the City's intent to acquire interests in real property for the West Colfax Avenue at Kipling Street Intersection Improvement Project.

RECOMMENDATION: Approval of this ordinance.
FUNDING SOURCE: Federal Funds and Lakewood Capital Improvement Funds.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City will be improving the intersection at West Colfax Avenue and Kipling Street by upgrading the existing traffic signals, adding right turn lanes for southbound Kipling Street at West Colfax Avenue and West 14th Place, adding an acceleration Lane for northbound Kipling Street north of Colfax Avenue, providing double left turn lanes for northbound Kipling Street and double left turn lanes for west and eastbound West Colfax Avenue as well as constructing sidewalk improvements. These improvements will enhance safety for pedestrian and vehicular traffic.
Because this is a federally funded project, the Colorado Department of Transportation (CDOT) requires the City to convey any property interests acquired in fee simple along state highways (West Colfax Avenue and Kipling Street) to CDOT. This ordinance also authorizes the City to convey these property rights to CDOT.
The project is anticipated to start construction in 2010. In order to start construction of the improvements at the scheduled time, the City needs to start acquiring the necessary property interests now.
