RFCA O-2009-4 REQUEST FOR COUNCIL ACTION

ORDINANCE: O-2009-4

SUBJECT: Ordinance authorizing the City to convey an easement for water line facilities to Bancroft Clover Water and Sanitation District across Sanderson Gulch Greenbelt located at 6535 West Mexico Avenue. In order to have the water line construction completed before the City starts the Sanderson Gulch Storm Drainage Improvement Project the Emergency Clause is necessary.

RECOMMENDATION: Staff recommends approval of this ordinance authorizing conveyance of the easement to Bancroft Clover Water and Sanitation District.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood has been asked by Bancroft Clover Water and Sanitation District to convey an easement for a water line across Sanderson Gulch Greenbelt. This easement would allow the District to connect the existing water line that is located in South Newland Street to an existing water line that is located in South Marshall Circle. The construction of this water line will complete the loop for the water line between South Newland Street and South Marshall Circle which will better serve the adjoining neighborhoods if the water line ever has to be shut down due to repairs. City staff has reviewed this request and have no concerns. The ordinance has the emergency clause because the City scheduled the Sanderson Gulch Storm Drainage Improvement Project to start in the first quarter of 2009. The City would like the water line construction complete before the City starts its project since the water will be located under some of the improvements that will be constructed for the City project.
