SUBJECT:   Lakewood Transit Oriented Development Update / Federal Center / Union Corridor Connectivity Plan
                       
RECOMMENDATION

The action requested at the Study Session is to move forward to a Council Public Hearing on May 11, 2009, approval to enter into an Intergovernmental Agreement (IGA) between the City of Lakewood and the Regional Transportation District (RTD) for the Federal Center / Union Corridor Connectivity Plan.

BACKGROUND
The City of Lakewood adopted station area plans for the light rail stations at Sheridan, Wadsworth, Oak and Federal Center in 2006.  In 2007 the Transit Mixed-Use Zone District was adopted and properties were remapped to this District.  The purpose of this meeting is to provide City Council with an update of implementation actions that are occurring and discuss the Federal Center / Union Corridor Connectivity Plan. 

Recent implementation actions have included the Oak / Wadsworth Master Infrastructure Plan that is currently underway.  The study will review existing storm drainage, domestic water, sewer, and street and sidewalk infrastructure, and project future capacity and infrastructure needs in the Transit Mixed-Use Zone Districts associated with the Wadsworth and Oak light rail stations.

Additionally, planning efforts are occurring at the Lamar and Garrison Stations.  These stations are walk-up light rail stations with no parking associated with them.

FEDERAL CENTER / UNION CORRIDOR CONNECTIVITY PLAN
The Comprehensive Planning and Research Division has begun the process of developing a plan to evaluate and recommend appropriate pedestrian, bike, and vehicular connections between the future Federal Center Light Rail Station and the surrounding residential and commercial neighborhoods, both on and off of the Denver Federal Center parcel. 

During March, a proposal review task force, consisting of City staff, and representatives from the Federal Center and St. Anthony Hospital, interviewed three consultant teams for the study.  Following the interviews a consultant was selected, and contract negotiations are currently taking place.  Development of the plan should begin in late May, with public workshops anticipated to take place during the summer months.  The study should be completed within 6 to 8 months.

The study is being fully funded by a grant from the Denver Regional Council of Governments.  City funds will not be used for this project.  RTD will be administering the grants, and therefore requires that an Intergovernmental Agreement (IGA) be in place before the study begins.

It is anticipated that the IGA approval will come before the City Council for direction on May 11, 2009.
