A RESOLUTION

FOR THE ENDORSEMENT OF STATE BALLOT REFERENDUM "O"

WHEREAS, the General Assembly of the State of Colorado has referred to the voters an amendment to the Colorado Constitution, and;

WHEREAS, the referred amendment would increase the number of elector signatures required for a proposed initiative to amend the State Constitution while, at the same time reduce the number of elector signatures required for a proposed initiative to amend State Statutes, and;

WHEREAS, the referred amendment would require that such signatures be obtained from all seven Congressional Districts in the State of Colorado, with at least eight percent coming from each, and;

WHEREAS, the referred amendment would protect any successful ballot measure from being amended or repealed or superseded by any law enacted by the General Assembly for five years following its passage, and;

WHEREAS, the City Council supports citizens' prerogative to refer items directly to the ballot for voter decision, and;

WHEREAS, an average of 80 percent of all statewide initiatives propose constitutional changes, and;

WHEREAS, the State Constitution has been amended 52 times since 1980, nearly twice as many as the United States Constitution has been amended in its 220 year history, and;

WHEREAS, the City Council believes that the State Constitution, much like the United States Constitution, should be a guiding document that outlines the organization and powers of the State of Colorado, rather than catch-all for miscellaneous laws;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood, Colorado, that:

The City Council of the City of Lakewood, Colorado hereby endorses State Ballot Referendum "O".

INTRODUCED, READ AND ADOPTED by a vote of 8 for and 2 against, at a regular meeting of the City Council on October 13, 2008, at 7 o'clock p.m. at the Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
