A RESOLUTION

APPROVING THE FEDERAL CENTER COMPREHENSIVE PLAN AMENDMENT AS PART OF THE LAKEWOOD COMPREHENSIVE PLAN

WHEREAS, the City of Lakewood Planning Commission found the Federal Center Comprehensive Plan Amendment to be consistent with the Lakewood Comprehensive Plan; and

WHEREAS, the General Services Administration (GSA) adopted a Master Plan for the Denver Federal Center in April 2008 after an extensive 18-month public involvement process; and

WHEREAS, Mike Rock, City Manager for the City of Lakewood has submitted an application to adopt proposed amendments to Lakewood Comprehensive Plan for the inclusion of the Federal Center Comprehensive Plan Amendment, PL-08-002, relating to the approximately 640-acre property located northwest of the intersection of Kipling Street and Alameda Avenue. The Plan Amendment identifies the long-term vision for this area and addresses the Comprehensive Plan categories of: Image and Identity, Sustainability, Residential and Neighborhoods, Urban Centers, Economic Development, Transportation, Parks and Open Space and General Land Use; and

WHEREAS, an advisory committee was formed, and met to address how the Federal Center Master Plan could best be incorporated into Lakewood's Comprehensive Plan; and

WHEREAS, the advisory committee included representatives from the City Council, Planning Commission, General Services Administration, St. Anthony's Hospital, RTD, business community representatives, and neighborhood representatives; and

WHEREAS, the advisory committee met three times in early 2008 to determine which elements of the Master Plan would be incorporated into the Comprehensive Plan Amendment and to develop the Federal Center Comprehensive Plan Implementation Steps; and

WHEREAS, the result of the committee's work is the Federal Center Comprehensive Plan Amendment document; and

WHEREAS, at the July 21 Joint Study Session, City Council and Planning Commission discussed the Federal Center Comprehensive Plan Amendment and moved to forward the amendment to a Planning Commission Public Hearing for adoption and a City Council Public Hearing for approval; and

WHEREAS, The Planning Commission conducted a public hearing on the proposed Federal Center Comprehensive Plan Amendment on August 6, 2008, with notice published in the newspaper of record as required by State Statutes; and

WHEREAS, the Planning Commission considered the public testimony received and the staff report and recommendations, and voted unanimously to ADOPT the Comprehensive Plan Amendment; and

WHEREAS, the City Council has conducted a public hearing and has considered the public testimony received, and the staff report and recommendation; and

WHEREAS, the City Council has considered the action of the Planning Commission.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood that:

SECTION 1. The Federal Center Comprehensive Plan Amendment, as presented to City Council and dated August 6, 2008, is hereby APPROVED as an amendment to the Lakewood Comprehensive Plan.

SECTION 2. The Mayor and City Clerk are hereby authorized and directed to affix their signatures on this Resolution and on the Federal Center Comprehensive Plan Amendment as evidence of the approval and adoption of the same by the City Council.

INTRODUCED, READ AND ADOPTED by the vote of 9 for and 1 against at a regular meeting of the City Council on August 25, 2008, at 7 o'clock p.m., at the Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
