SUBJECT: Entering into an agreement with the TransCore ITS LLC to provide the software and hardware to upgrade the communications portion of the central traffic signal computer system.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The TransCore Series 2000 central traffic signal computer system was installed and accepted in March 2002 by TransCore ITS LLC. The entire traffic signal control structure is modular in design and scalable. This allows sub systems to be replaced without having to change out the entire system and to expand as the Lakewood signal system grows. Because of heavier demand, the communications portion of the central traffic signal control system is having difficulty in handling the tasks of data collection and intersection control. As the original system integrator, TransCore ITS LLC will be able to upgrade the communications sub system with no disruption to traffic signal operation.
This is a sole source award because TransCore is the only vendor that can provide the technical staff to install the necessary hardware and software and provide seamless integration without disrupting traffic flow.
The entire project is scheduled over a 3-year period beginning in 2008. The first phase will be replacing the communications server and software and integration into the current system. The remaining funding will be allocated in 2009 and 2010 to upgrade the field equipment.
