SUBJECT: Entering into an agreement with the Colorado Department of Transportation to receive a Federal Aid grant for the upgrade of the communications portion of the central traffic signal computer system.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The TransCore Series 2000 central traffic signal computer system was installed and accepted in March 2002. One of the key components is the communications sub system. This module translates the data from the central computer to information that is decoded at each signalized intersection on the system to provide signal timing control.

Because of the number of intersections added to the system since 2002, especially those that use video detection and surveillance cameras, the communications portion is having difficulty handling the task. Federal funding, through the Denver Regional Council of Governments and administered by the Colorado Department of Transportation, will allow for the purchase and integration of a more robust sub system that will meet the communication requirements for current and future needs. The 100% federally funded grant is for a total of $947,000. $310,000 in 2008 is the first phase of the upgrade with $319,000 being allocated for 2009 and $318,000 in 2010.
