RFCA R-2008-36 REQUEST FOR COUNCIL ACTION

RESOLUTION: 2008-36

SUBJECT: Authorizing an Intergovernmental Agreement with the Jefferson County School District No. R-1 regarding the joint use and improvements of the Ray Ross Park and Deane Elementary School Site.

ADDRESS: 580 and 680 South Harlan Street

RECOMMENDATION: The Department of Community Resources recommends the City Council authorize the City Manager to enter into an Intergovernmental Agreement with the Jefferson County School District No. R-1 for the construction of improvements and continual use of approximately four acres of the Deane Elementary School site.

FUNDING SOURCE: Improvements are funded through the Open Space Fund, CDBG Section 108 loan proceeds and Conservation Trust funds. Continual maintenance is provided through the Urban Parks Division budget funded by the Open Space Fund and General Fund. Water is to be provided by the School District.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: On September 23, 2006 Lakewood City Council adopted the Master Plan for the redevelopment of Ray Ross Park. The Plan indicated expanding the park improvements onto the adjacent Deane Elementary School Site and sharing the improvements with the School. This agreement is the formalization of the joint use and maintenance of that area of overlap.
