RFCA - R-2008-14 REQUEST FOR COUNCIL ACTION

RESOLUTION: 2008-14

SUBJECT: West Corridor Intergovernmental Agreement between the City of Lakewood and the Regional Transportation District

ADDRESS: The alignment for the project generally follows the old Associated Railroad tracks from Sheridan to Quail Street along 13th Avenue, and then goes south into the Federal Center along the abandoned rail spur and from the Federal Center west along the south side of US 6.

RECOMMENDATION: Approval

FUNDING SOURCE: Staff Time, Stormwater Management Utility, Sewer Utility, Urban Drainage and Flood Control District, and the Capital Improvement Fund.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The funding plan for FasTracks approved by the voters in 2004 specified that local agencies would contribute 2.5% of the total project cost. For the West Corridor this amounts to $15.9 million to be divided among the City of Lakewood, the City and County of Denver, the City of Golden and Jefferson County. It has been agreed among all parties that the City of Lakewood's share will be $5,166,000. In addition, the City of Lakewood desires that RTD upgrade drainage facilities at two locations on Dry Gulch as part of light rail construction.

This IGA specifies how the $5,166,000 contribution will be made and also describes a City contribution for upgraded drainage facilities which shall be provided by making available a temporary construction easement or a monetary sum as described in Article 5.B.1 of the Intergovernmental Agreement.
