RESOLUTION: 2008-12

SUBJECT: Authorizing the execution of the grant agreement and authorizing the Director of Community Resources to sign the grant agreement with Great Outdoors Colorado (GOCO) regarding the Ray Ross Park Phase II Development project.

RECOMMENDATION: The Department of Community Resources recommends the approval of this resolution approving the terms and conditions of the grant agreement and authorizing the Director of Community Resources to sign the GOCO grant agreement.

FUNDING SOURCE: The State Board of the GOCO Trust Fund

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood applied for a grant from Great Outdoors Colorado and was selected to receive funding in the amount of two hundred thousand dollars ($200,000).

Ray Ross Park was built in 1955, by Foothills Park and Recreation District, and is one of Jefferson County's oldest parks. The park was transferred from Foothills to the City of Lakewood through an exclusion plan in 2001. The park's existing amenities do not meet today's standards for public recreation and pose safety concerns to users due to age, visibility, access, and design. Adjoining the park is Deane Elementary School. Approximately half of the school site (four acres) is undeveloped and in the process of being formally designated as part of Ray Ross Park.

In 2006, the Ray Ross Park Master Plan was reviewed and adopted by Lakewood City Council. The plan calls for the park's redevelopment and expansion to be completed in two phases. This grant will go towards the second phase of this project which includes: basic site improvements; configuration and installation of three full-sized sports fields; new lighting; the playground; a picnic shelter; concession stand; and landscaping.
