SUBJECT: Adoption of Projects for the 2008 Neighborhood Participation Program.

RECOMMENDATION: That City Council endorse the projects and funding levels as identified in the attached Resolution for the 2008 Neighborhood Participation Program.

FUNDING SOURCE: Capital Improvement and Preservation Program.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Neighborhood Participation Program has been established as a program in the Capital Improvement and Preservation Program (CIPP). The intent of the program is to encourage neighborhood organizations to identify needs in their respective areas and propose projects that qualify for City resources.

The program was established in 1992 by Resolution 92-02. In 1994, the third year of the program, City Council adopted Resolution 94-74 revising the basic eligibility criteria and project selection process for administration of the program. Project funding is set at $100,000. The 2008 program was extensively publicized and 20 applications for projects were received by the September 17, 2007, deadline. Application requests totaled approximately $445,109 in project costs. Following established procedures, project submittals were evaluated and ranked by the staff team representing Community Planning and Development, Public Works, and Community Resources, and reviewed by the City Manager's Office.

At the January 7, 2008, Study Session, Council requested staff forward the attached resolution to select seven projects for funding in the 2008 Neighborhood Participation Program to be adopted at the January 14, 2008, Public Hearing.
