RESOLUTION: 2008-8
SUBJECT: Addenbrooke/Belmar Park Neighborhood Plan -- Amendment to the Lakewood Comprehensive Plan
ADDRESS: Wadsworth Boulevard to Kipling Parkway and West Alameda Avenue to West Mississippi Avenue.
RECOMMENDATION: To approve the Addenbrooke/Belmar Park Neighborhood Plan as an amendment to the Lakewood Comprehensive Plan.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The Addenbrooke/Belmar Park Neighborhood Plan was prepared as part of the City's Neighborhood Planning Program. This is the ninth plan to be completed as part of the program. The Plan covers the area bounded by Wadsworth Boulevard to Kipling Parkway and West Alameda Avenue to West Mississippi Avenue. The Plan was developed through a concerted effort of area citizens and City staff over the past 13 months. Data and information were obtained from a neighborhood survey and neighborhood meetings. Outreach was undertaken through newsletters and the City of Lakewood's webpage. City staff worked with the Addenbrooke/Belmar Park neighborhood residents on the development of the Plan. Through this effort, Addenbrooke/Belmar Park neighborhood residents identified key issues of concern to the neighborhood. These issues were incorporated into the Plan and goals and action steps were developed to address the issues. The basic premise of the Plan is to encourage development and redevelopment of land in the neighborhood in a way that respects the area's established residential character, to encourage commercial and residential property upkeep, and to promote a safe and vibrant community. Citizens identified six key issue areas during the planning process: transportation and public works, public safety, land-use and property maintenance, parks and cultural resources, economic development and community participation.
