SUBJECT: Metro Wastewater Reclamation District Service to Property near C-470 and Alameda Avenue

RECOMMENDATION: Resolution approval

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Owners of property in unincorporated Jefferson County adjacent to Lakewood in the area of C-470 and Alameda have requested that Lakewood pursue wastewater service for their property from the Metro Wastewater Reclamation District. Lakewood is a member municipality of the Metro Wastewater Reclamation District, which entitles the City Council to approve discharge of the wastewater from this unincorporated area to Metro Wastewater.

Metro Wastewater has the capacity to treat the wastewater. Consolidated Mutual Water Company is the likely source of water for the properties and its flows are to be treated by Metro Wastewater for water rights purposes.

The Wastewater will flow through Green Mountain Water and Sanitation District's facilities to Metro Wastewater's facilities. The City will not be responsible for transporting or treating the wastewater or for any financial aspects of transporting or treating the wastewater. Green Mountain District representatives support this proposal.

The property proposed for service by Metro Wastewater is approximately 148 acres of the land sometimes referred to as the Rooney Ranch. The parcels are located in all four quadrants of the C-470/Alameda interchange that is currently under construction. A map is attached. Lakewood abuts the properties on the north, east and south.

Should the property annex to the Town of Morrison or to Lakewood in the future, it would be subject to an existing intergovernmental agreement (IGA) between Lakewood and Morrison. The IGA does not address wastewater service for Rooney Ranch properties. However, the City has coordinated with the Town of Morrison attorney on this proposed action. The town's attorney has no concerns with this proposal.
