RESOLUTION: 2008-2
SUBJECT: Award of Contract for 2008 Concrete Repair Program
RECOMMENDATION: Public Works recommends that City Council authorize the City Manager to enter into a contract with Fasick Concrete Inc. in the amount of $1,101,401.79 for the 2008 Concrete Repair Program. It is further recommended that 10 percent of the contract amount, $110,140.18 be authorized by City Council in the event unanticipated work is needed to complete the streets scheduled for concrete repair in 2008. Total authorization recommended is $1,211,541.97.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
This contract is used to perform several concrete repair related projects, described below:
1. Removal and replacement of deteriorated sections of curb, gutter, sidewalk, curb returns and drainage crosspans on streets scheduled to be resurfaced in 2008.
2. Installation of curb ramps on streets scheduled to be resurfaced in 2008, as required by the Americans with Disabilities Act.
3. Miscellaneous concrete repairs throughout the City, including removal and replacement of curb, gutter and sidewalk on a cost sharing basis, as requested by adjacent property owners.
In 2006, the Concrete Repair Program was let to competitive bids, with an option for 2 renewals at the City's discretion. The low bidder in 2006 was Fasick Concrete Inc. with a bid 10% lower than any other bidder.
In 2007, the contract was renewed with a 0% increase, and for 2008, the City and Fasick have negotiated a proposed 4.5% increase in unit prices to account for increased labor, fuel and material costs. Even with the 4.5% increase, Lakewood's 2008 prices are still below 2007 prices that were paid by Denver, Wheat Ridge and Golden for concrete repair work.
In 2006 and 2007, Fasick Concrete, Inc. did an excellent job working with the
City and adjacent property owners to complete the Concrete Repair Program in
a quality manner, and Public Works recommends that the contract with Fasick
Concrete, inc. be renewed for 2008 with a 4.5% increase over 2007 contract unit
prices.
