To rezone the property from Small Lot Residential (2-R) to Planned Development (PD) to allow for an insurance office.

RECOMMENDATION: Staff recommends approval of this rezoning request. The Planning Commission by a vote of 6 to 1 at the July 16, 2008 meeting recommended approval of this request to City Council.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The applicant would like to rezone the property from Small Lot Residential (2-R) to Planned Development (PD) to allow for an insurance office. The applicant currently operates a family-run insurance business at 2484 Kipling Street and would like to relocate her family business to the property at 10025 West 23rd Avenue. The applicant is requesting to rezone to PD rather than the Office (OF) zone district because the creation of an Official Development Plan allows her to better address specific conditions of the site. The Official Development Plan addresses buffer requirements with the residential zone district to the west, ensures that the structures maintain residential character and sets a maximum gross floor area for the structure.
