ORDINANCE: O-2008-4
SUBJECT: Amending Title 10 of the Lakewood Municipal Code pertaining to vehicles and traffic and specifically pertaining to Community Service Officers in the Lakewood Police Department.
RECOMMENDATION: Mayor and City Council approve the proposed ordinance.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Police Department recently created the new position of Community Service Officer (CSO) and hired three new civilian employees. The new job classification evolved from the realization that many tasks performed by sworn police agents could more appropriately and economically be handled by civilian employees, freeing up police agents to deal with tasks more commensurate with their training and expertise. The CSOs perform a variety of tasks that include the following:
Parking complaints/violations
Abandoned vehicles (both marking and towing)
Traffic direction and control (at fires and traffic accidents)
Recovery and booking of property (both "found property" and
evidence at minor crime scenes
Intoxylizer operation
Live scan operation and fingerprinting
Taking criminal and non-criminal reports at the desk
Basic crime scene investigations work
The proposed ordinance would create a new provision, Section 10.66.195, Authority of Police Community Service Officers, that sets forth the authority of CSOs to order the towing of vehicles, issue parking tickets, and enforce any other provisions of the municipal code pertaining to traffic as authorized by the Chief of Police. The CSOs do not have the authority to engage in traffic stops of motorists or make physical arrests.
