LAKEWOOD CITY COUNCIL
STUDY SESSION MEETING
MARCH 17, 2008

ITEM 1 - CALL TO ORDER

Mayor Murphy called the meeting to order at 7:00 p.m. in the City Council Chambers, Lakewood Civic Center, 480 S. Allison Parkway, Lakewood, Colorado.

ITEM 2 - ROLL CALL

Staff in attendance: Mike Rock, City Manager

Janet Young, Deputy City Attorney
Bob Major, Sgt., SIU, Police Department

Full and timely notice of this Study Session had been given and a quorum was present.

ITEM 3 - DISCUSSION - PROPOSED ORDINANCE FOR LICENSING MASSAGE THERAPISTS

Janet Young, Legal Advisor to the Lakewood Police Department, reviewed her Memorandum dated March 13, 2008, asking City Council to consider an ordinance to license massage therapists working in the City of Lakewood. A question and answer period ensued between City Council members and Sgt. Bob Major of the Lakewood Police Department and Ms. Young

After much discussion, there was consensus from City Council to bring an ordinance forward at a regular meeting.

Ms. Young was asked to research the following information and report back to City Council:

• Licensing reciprocity with other cities.
• Giving the approving authority discretion in approving applications regarding education and experience of the applicant vs. a school transcript.
• The working hours of massage therapists in other venues.
• How alternative healings would be affected by the ordinance.
• If free chair massages at local events would need to be done a licensed massage therapist.
• The total cost for the licensee, including license fee, fingerprinting fees, fees to belong to their professional organizations, and testing fees.

ITEM 4- REPORTS

Mayor and City Council reported their attendance at previous meetings and events and announced upcoming neighborhood meetings and events.

ITEM 5 - ADJOURNMENT

There being no further business to come before the Council; Mayor Murphy adjourned the meeting at 8:35 p.m.
