Meeting called to order: 6:40pm (special meeting of ACIC Board with the Mayor ran late.)
Roll call was taken - Commissioners in attendance: Arai, Baca, Berger, Bradburn, Brockwell, Carr, Cohn, Cozart, Creswell, Evans, J Fox, Gaffney-Kindig, Harrison, Herron, Hoerter, Johnson, Jones, Kinney, Larsen, Lay, Little, Lloyd, Lynch, Mesch, Slabe, Smedes, Sperling, Spicer, Spriggs, Taylor, Thompson, Weston & Wicht. With 33, a quorum is present.
Pledge of Allegiance: taken and moment of silence observed.
Introduction of honored guests: Councilmen Peterson & Koop, Joni Inman, Dave Wiechman & Erma Steck. Also, approximately 3 citizens in attendance.
Public comment: Councilman Ed Peterson gave us his encouragement and thanks. He requested that we not be concerned with budget questions (specifically the food sales tax issue) - but rather, look at the issues only.
March minutes: approved with no additions, deletions or changes.
Committee Reports
Parks, Trails & Open Space: the Committee has submitted their recommendations to City Council, on the Parks Master Plan. They'd been given a very short deadline.
Neighborhood: they've been working on their Committee mission statement, HOA contacts & publicity
Public Arts: their Tree Lighting recommendations will be later this evening.
Youth: no report.
Seniors: Frank Lay is now the Committee Co-chair.
Environment: they've been working on recycling & green building. They're
encouraging our input.
Diversity: some from their Committee attended a Red Rocks Community College
seminar & will again in the future. Their regular Committee meeting will
be the 1st Thursday, 6pm at Whitlock Rec Center.
Historic Landmarks: We have a new Committee member, Dan Lynch - so up to 5 members. Their regular Committee meeting will be the 4th Thursday, 7pm at Carmody Rec Center. Other meetings to be scheduled as necessary.
This is an observation on how issues that concern the Historic Landmarks Committee
can potentially affect every other Committee:
Seniors - they've lived our history
Youth - they're the future custodians & history in the making
Neighborhood - that's where our history is
Environment - preservation reuses & recycles
Parks, Trails & Open Space - some sites are there & open space is also
our history
Business - heritage travel brings in $s
Public Arts - architectural beauty is art
Diversity - many types of history: traditional buildings, sites, oral, written,
history in the making
Business: There is going to be a Small Business Resource Fair - Wed, Apr 30th, 7:30-9:30am at the Cultural Center. They encouraged us to join them at their Committee meeting at Jose O'Sheas.
Old Business
Two Commissioners have resigned.
Currently under consideration by City Council - two ACIC proposals: ACIC inclusion in the Commissioner selection process & procedures for removal by City Council of members of the City's Boards & Commissions.
New Business
Procedure Manual Team (Commissioners Arai & Kinney) has been formed. Our input or participation is welcomed.
Commission Survey Team (Commissioners Lasen & Slabe) has been formed. Again, input or participation is welcomed.
ACIC Public Arts Committee Proposal: they're recommending to City Council that they reinstate the Mayor's Tree Lighting Ceremony with some changes. Comments of note: use of LED lighting should be considered.
A motioned was made by Commissioner Harrison that we support their proposal & take a vote, seconded by Commissioner Taylor:
Motion PASSED unanimously.
Next Commission meeting: Wednesday, May 21st, 6:30pm.
