SUBJECT: Establishing procedures and criteria for the installation of electronic speed display signs in Lakewood, Colorado.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Traffic Engineering is recommending a device to make drivers aware of their speed on collectors, arterials and primary fire response routes. The speed display devices (see attached) show drivers their radar speed by displaying it on a light emitting diode (LED) speed display board. Some give a message of slow down, some have flashing lights and other shut down if speeds are excessive as not to promote drag racing for the highest speed. These devices would provide an option to neighborhoods that are adjacent to higher volume and speed roads to mitigate and bring awareness to drivers with regard to speed.

Key components of the attached resolution are:

• Written request from the neighborhood
• Street survey to determine minimum speed and volume criteria are met
• Petition process
• Cost sharing with the neighborhood (city 90%, neighborhood 10%). The current price for one set (2 devices) is approximately $10,000.
• One set (2 devices) per year funded in the 2008 safety budget.
• Additional signs may be installed if funded through an outside source
