RESOLUTION: 2007-49
SUBJECT: Resolution supporting a grant application to Great Outdoors Colorado (GOCO) for funding for the playground improvements at Belmar Park, and authorizing the Director of Community Resources to sign the grant agreement if approved.

RECOMMENDATION: The Department of Community Resources recommends that City Council approve the resolution supporting the grant application to GOCO requesting funding for playground improvements at Belmar Park. If approved, the Department also recommends authorizing the Director of Community Resources to sign the GOCO grant agreement.
FUNDING SOURCE: The total project budget for the playground improvements at
Belmar Park is $119,450. The grant application to Great Outdoors Colorado will
request $60,000. If the grant is approved, the Community Resources Department
will utilize necessary matching funds through local appropriations and allocations
from the City of Lakewood open space fund.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: As one of the most used parks, Belmar
Park playground needs to be improved in order to meet the needs of a changing
and growing community. The playground, originally installed in 1982, no longer
meets safety and accessibility standards due to its age. Portions of the playground
were previously removed because the fall height significantly exceeded safety
guidelines. The playground area is underutilized in the park and safety concerns
have been reported by residents and park users.
Belmar park playground will be the first location within Lakewood to install an adventure and imaginative play playground feature like rocks and ropes elements. With this playground, new and expanded opportunities for recreation and play will be available to the community. Work to the site will include site preparation and demolition; earthwork and grading; concrete work; installation of expanded playground elements and a safety surface; site furnishings and landscaping.
