RESOLUTION: 2007-44

SUBJECT: Acceptance of bids and authorizing a contract for the Kipling Street/ Bear Creek Pedestrian Bridge Relocation project.

RECOMMENDATION: The Department of Community Resources recommends the adoption of the resolution to authorize the construction of the project.

FUNDING SOURCE: Jefferson County Open Space Grant; Conservation Trust Fund; City Open Space Fund.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: With the completion of the Kipling Street roadway bridge, the opportunity to provide a grade separated bicycle/ pedestrian trail connection under Kipling Street has been enhanced. This project will complete that trail connection.

The City has desired to reduce pedestrian and bicycle conflicts with motorists where the highly popular Bear Creek Trail crosses Kipling Street just north of Bear Creek High School since the trial was originally constructed in the 1980's. This underpass could not be completed until the roadway was raised. Funding for the trail connection was not available when the roadway bridge was rebuilt in 2005.

In 2005, the City applied for and received a grant from Jefferson County Open Space to assist in the completion of the trail project. The remaining funds to complete this project are available from the City's attributable share of Open Space Funds. The low bid contractor has completed work for the City in the past and is highly recommended. All environmental reviews and requirements for the project have been obtained, and the project is ready to be completed.
