SUBJECT: Amending Youth Alcohol Intervention Program (YAIP) Intergovernmental Agreement (IGA) to include first time youth marijuana offenders.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

In 2000 the City of Lakewood took part in an IGA that established the First Judicial District Youth Alcohol Intervention Program and its governing board. The IGA provides a means for the coordination of uniform youth offender policies between the parties and ensures all first-time offenders are handled uniformly. As a result all first-time youth offenders charged in the Lakewood Municipal Court with an alcohol offense participate in the YAIP. The first-time youth offenders that complete the YAIP have their cases dismissed. This practice is countywide. Seven municipalities and Jefferson County participate.

In 2003 the YAIP board expanded services to include first-time marijuana offenders.

The Municipal Court would like to have the current IGA amended and be included in the expanded services portion, which addresses services for first-time marijuana offenders. This will ensure uniformity of services for first-time marijuana offenders throughout the county.
