Request for Council Action - 2007-37 REQUEST FOR COUNCIL ACTION

RESOLUTION: 2007-37

SUBJECT: Approval to enter into an Intergovernmental Agreement Between the City of Lakewood and The Regional Transportation District for the 13th Avenue and Wadsworth Light Rail Station Bridge.

ADDRESS: Wadsworth Boulevard and 13th Avenue.

RECOMMENDATION: The Department of Community Planning and Development recommends Council approval to enter into an Intergovernmental Agreement (IGA) between the City of Lakewood and The Regional Transportation District (RTD) for the purpose of the design and construction of the Wadsworth Station Light Rail Bridge.

FUNDING SOURCES: The City of Lakewood will secure both local and regional funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood has developed and adopted a Station Area Plan for the area adjacent to the 13th Avenue and Wadsworth Boulevard Light Rail Station Bridge. To assist with achieving the desired vision of the Plan and to encourage quality development, the City of Lakewood wishes to enhance the station bridge to create a "signature" bridge at this location. Through a Request for Proposal (RFP) process, The City of Lakewood has obtained the services of a professional design firm to design the Wadsworth Station with betterments ("Betterment Plan").

The Regional Transportation District has indicated it will support an enhanced design of the bridge pursuant to an intergovernmental agreement that outlines the scope of services and responsibilities for each party.
