RESOLUTION: 2007-36

SUBJECT: A resolution adopting an intergovernmental agreement (IGA) between the City of Lakewood and the Colorado Wireless Communities (CWC) consortium.

APPLICANT: Boris Naschansky, Director of Information Technology.

RECOMMENDATION: Adopt resolution accepting the terms of the CWC IGA.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Goals
The City has diligently studied the feasibility of deploying a community wireless broadband network to meet the following key objectives: 1) Economic Development; 2) Efficient Government; and 3) Social Inclusion.

Implementation Method
The City hopes to accomplish these goals through a competitive procurement process aimed at securing private partner(s) to build, own and operate a citywide network. The City realizes that a cooperative regional approach improves the likelihood of success in meeting these goals.

Along with Lakewood, nine other cities in the immediate area seek to confirm the premise that their communities would benefit from access to an affordable wireless broadband service. At this point, the cities of Arvada, Boulder, Broomfield, Golden, Lakewood, Louisville, North Glenn, Superior, Thornton and Wheat Ridge are collaborating on a regional wireless broadband initiative and are calling their collective effort, Colorado Wireless Communities (CWC). The combined population of the CWC cities, including Lakewood, is approximately 620,000, and spans over 200 square miles.

Beyond the indirect benefit gained from enhancing the market from a competitive perspective, there are direct benefits to the quality of life almost certainly achieved through a collaborative regional wireless initiative. These benefits include enhanced interoperable communications among emergency responders, improved ability to support telecommuting employees residing in one city and employed in another, distance learning, and telemedicine to name just a few.

Outcome
If adopted, the IGA will authorize participating agencies to share information and resources pertaining to wireless broadband networks in order to coordinate negotiation, administration and monitoring of an agreement with a private sector entity and to exercise their police powers with respect to such a wireless broadband network. This will promote investigation of mutual solutions to challenges pertaining to wireless broadband networks, and to explore new means of achieving common objectives pertaining to wireless broadband networks in Member jurisdictions. The CWC wants to increase broadband opportunities for all residents, businesses and visitors, improve efficiency in the management of communications in government operations, and to encourage the best possible wireless broadband services to all subscribers.
