RESOLUTION: 2007-35
SUBJECT: Bid award for Wadsworth Boulevard and Ohio Avenue Intersection Improvements and requesting additional funding.
RECOMMENDATION: Approval.
FUNDING SOURCES: Federal Funds and the City's Capital Improvement Fund (CIF).
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood entered into an agreement with the Colorado Department of Transportation to add a right turn lane for northbound Wadsworth Boulevard onto Ohio Avenue. This project was awarded federal funds to reduce traffic congestion and enhance safety at the intersection. The City designed, acquired rights-of-way, bid and will provide construction management for the project.
On May 17, 2007 the City opened bids for the Wadsworth and Ohio Avenue Improvement Project, Bid No. 2650. The lowest responsible, responsive and qualified bidder was Technology Constructors, Incorporated with a bid of $421,066. Authorization is included in the attached resolution for up to $30,000, if needed, for unanticipated construction items for a total contract amount not to exceed $451,066.
Total project cost, including design, rights-of-way acquisition, construction, and Colorado Department of Transportation oversight, will be approximately $587,000. The budget for the project includes $369,000 of federal grant funds and $163,000 of City capital improvement funds. The budget amounts were calculated in 2003 when application was made for the federal grant. Total project costs have increased since the 2003 estimate and the terms of the federal grant require that additional costs be paid by Lakewood. An additional $55,000 of City capital improvement funds will be used to complete the work. With the additional City funds, the federal grant will still pay approximately 63% of project costs.
