SUBJECT: Use of Xcel credits to bury a power line located generally along Alameda Avenue in the Rooney Valley.

RECOMMENDATION: Approval

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The City's franchise agreement with Xcel Energy requires Xcel to set aside 1% of its electric revenue from Lakewood customers as a credit to the City to be used for burying existing power lines. It is recommended that a portion of the Xcel credits be used to bury a power line generally located along Alameda Avenue in the Rooney Valley. A location map is attached.

The power line is the only overhead facility along this portion of Alameda. To the north and south of Alameda is City property for approximately 85% of the length of the line proposed to be buried. Burying the power line would eliminate its impact on views to and from the City's land, and on views from Alameda toward the southern front range.

The western portion of the power line extends from Alameda, beginning approximately 700' east of C-470, northwest to C-470. Burying this section would reduce the visual impact on views from C-470 and the hogback to Green Mountain and from Green Mountain to the Jefferson County Open Space along the hogback. Approximately ten wood poles would be removed in this area.

The western portion of the power line that does not parallel Alameda must be relocated for construction of the C-470/Alameda interchange planned for construction beginning later this year. If the power line is not buried, it will be moved once to provide space for the interchange earthwork, and then moved a second time into its final overhead location. It is more economical to bury the power line once rather than to move it twice and leave it overhead.

The high voltage transmission lines supported by large steel lattice towers will remain in place. The transmission towers generally run north-south. They parallel the western portion of the power line proposed to be buried. The power line proposed for burial is supported by single wood poles.

The eastern one mile of the power line is within the City of Lakewood. The western portion, approximately 2800 feet, is in unincorporated Jefferson County. The Xcel credits can be applied to the cost of burying the portion in Lakewood and the portion outside of Lakewood. Jefferson County does not have a franchise with Xcel that provides credits for undergrounding existing power lines.

It is recommended that the entire length of the power line be buried from the east edge of the Rooney Valley to the location north of Alameda and adjacent to C-470 where the power line currently goes underground to cross C-470.

The City Council has adopted guidelines concerning use of the credits. Attached is a copy of the Council's prioritization guidelines and a brief description of the Alameda power line project as it relates to each criteria.

Available Xcel credits are sufficient to bury the power line. The Alameda power line project is estimated to require credits of approximately $1.8 million.
