SUBJECT: Lakewood's 800 MHz Radio Switch Relocation
RECOMMENDATIONS: Mayor and City Council authorize entering into a contract for relocation services.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The City of Lakewood is in the process of relocating its 911 Communications Center and its Emergency Operations Center from 9001 West Jewell Avenue to 445 South Allison Parkway. As part of that process, the 800 MHz radio system's electronics currently located at 9001 West Jewell must be relocated first.
The City of Lakewood has been awarded a 2005 Community Oriented Policing Services (COPS) Grant that was requested for the switch relocation, specific radio equipment upgrades, and to increase security of public safety communications equipment and to enhance interoperability among users. This grant is administered by the City of Denver pursuant to an intergovernmental agreement with the City of Lakewood. This agreement, dated January 24, 2006, allows the cities to work cooperatively to achieve interoperable voice/data communications among the Denver Metropolitan Area.
The Jefferson County E911 Authority Board has identified and authorized year 2007 funds to enhance the microwave and networking components of this project to support new Internet Protocol (IP) technologies including enhanced 911 and related information systems.
The project incorporates Bid 2662. Only one bid was received and opened on January 23, 2007. The bid was higher than initially estimated and, as is allowed, the City negotiated down with a resulting reduction in cost. The grant total of the contract is $857,678.14. The contract is being awarded to Dailey & Wells Communications, Inc.
This contract will ultimately result in cost savings specific to the Communications Center's relocation and as well as enhancing the Center's ability to serve the citizens of Lakewood and assist those of our neighbors.
